Well, that may be the old standard, but there are quite a few companies that are trying to change that. I can think of a few off the top of my head:

Hirevue - video interviews
VisualCV - a startup with VC funding, and premise that the resume needs to be re-made and visual - including pictures.
Interview on Demand - a startup [I'm a founder] with video interviews and video career profiles for proactive marketing of candidates.

High tech companies like these, that push the boundaries are how we make progress in the USA. There once was a time when faxes weren't accepted as valid resumes... Now they are common place. Heck faxed signatures are even a legal way to execute a contract.

So will it be with video interviews and video career profiles in the hiring process.
